Daniel R. Addison

Daniel Addison, a founding principal of EMSNet, is an experienced environmental law practitioner specializing in the assessment, valuation, management and restoration of natural resources.

At the California Department of Conservation, he headed the state's recycling efforts managing a $350 million fund and supervising 180 employees. He was cited by California’s Governor as one of the nation’s leading experts on natural resources while implementing the California Beverage Container Recycling and Litter Reduction Act. This act resulted in the recycling of more than 14.7 billion of the 21.9 billion carbonated and non-carbonated drinks in aluminum, glass, plastic and bi-metal containers consumed annually in the state.

Prior to his service in California, he served at the National Oceanic Atmospheric Administration (NOAA) as Special Counselor, Natural Resources. Mr. Addison was one of the primary architects of the 1989 Exxon Valdez settlement. During his time at NOAA, the Oil Pollution Act (OPA) regulations were promulgated. Significant representative resource restoration matters include, but are not limited to: Hudson River, Presidente Rivera, PA; Elliott Bay, WA; Blackbird Mine, ID; Commencement Bay, WA; Montrose, CA; Equinox, LO; Thea Foss, WA; and Middle Waterway, WA.

Before NOAA, Mr. Addison served at the Acting Associate Administrator, Office of Operations, Congressional and Industry Relations at the US General Services Administration. He directed national operations providing essential logistical support to all agencies of the federal government; supervised the Regional Administrators in directing field operations with 20,000 employees and expenditures of $6 billion.

Mr. Addison assists clients in the development of compliance strategies relating to NEPA, CERCLA, RCRA, the Clean Air Act, the Clean Water Act and the Oil Pollution Act emphasizing the assessment of damages and environmental risk and compliance posture. Mr. Addison is the only attorney participating in NOAA’s Cooperative Assessment Project (CAP). He is a former Assistant Editor of the American Bar Association’s Natural Resources & Environment and is a frequent speaker on NRD and the Cooperative Damage Assessment Process. He has served as lead counsel for various “start-up” projects, including a pioneering company developing secure, “green” data backup centers based on vessels and a world wide satellite based transport security management system. He has assisted in arranging various debt financings through the Overseas Private Investment Corporation (OPIC). Most, recently he was successful in assisting in obtaining an $80 million investment in a private equity fund supporting projects in the Caribbean.

Mr. Addison has a BA and MA from the Claremont Colleges and a JD from the Catholic University of America.
