DESMOND H. BOND, Esq.
Desmond Bond has been an environmental consultant for twenty years, providing services to industry, attorneys, and regulatory bodies. His knowledge of the theory is supplemented by his practical experience with the technologies, economics, and regulations which influence decisions. He has managed personnel and projects. He has been involved with interpretation of and conformance with regulations regarding generation, treatment, and disposal of hazardous wastes, control of emissions and effluents, and governing occupational health and safety. Mr. Bond has executed planning, problem analysis and solution formulation, engineering and design, economic assessment, and litigation advising.

The environmental projects have been executed in many states and internationally, involving situation appraisal, risk management, conceptual and detailed design, technical and economic viability assessments, cost minimization while maintaining quality integrity and public image, permit acquisition, as well as hands-on plant commissioning and facility troubleshooting. He has interfaced with and instructed entrepreneurs regarding technologies and strategies, and has provided financial models of candidate options. In the roles of Expert Witness and deposition reviewer, he has furnished technical support to attorneys leading to favorable outcomes for each client represented.

Mr. Bond's responsibilities and achievements include assignments at refineries, offshore platforms, steel mills, chemical producers, manufacturers, and utility sites. Emissions, effluents, wastes, landfill contamination, site containment and remediation, Superfund Waste responsibility determination, hazardous product manufacture and shipping, and means for secure hazardous waste disposal have been addressed. He has prepared procedures and designed equipment to protect health and safety of workers, site neighbors, and communities, as well as to reduce the quantity of hazardous waste generated. In similar vein, environmental and safety management audits, as well as conformance with EPA, OSHA, and transportation safety regulations have been accomplished.

He has published many papers, addressed conferences, and trained personnel at all levels of seniority. He was invited to be visiting professor at Georgetown University, has been awarded two patents, and has transacted business for licensors and licensees, including contract negotiation and liaison, in Japan, Southern Africa, Poland, United Kingdom, Germany, Russia, Philippines, Canada, and Mexico.

Mr. Bond holds a B.Sc. (Eng.) in Chemical Engineering from the University of the Witwatersrand (Johannesburg), a M.S. in Chemical Engineering with Management Orientation from the University of Texas, Austin (TX), and a M.A. in English, with Economics minor, from the University of North Texas, Denton (TX). He is registered as a Professional Engineer in Texas, and as a Chartered Engineer in Europe and the UK.
