STEPHEN
G. MARTIN, Ph.D.
Dr. Martin has been a consultant to environmental attorneys
and the regulated community for more than 25 years,
providing oversight and senior-level environmental management
consultation on:

Complex
environmental issues and disputes;

Assessments
of natural resource damage;
-
Environmental
risk assessments associated with local or regional
contamination events;
-
Management
interdisciplinary environmental projects and permit
applications;
-
Expert
witness support on procedural and technical aspects
of environmental evaluations; and
-
Effects
of contaminants on components of ecosystems.
His
work has involved projects in most states and in many
international locations, and has included:

Oil
and gas developments;
-
Pulp
and paper-mills; pipelines;
-
Coal
and hard rock mining; food production;
-
Oil
shale and other synthetic fuels;
-
Water
resource development; nuclear and fossil-fueled
electric generating stations and
-
Transportation
systems; and
-
Property
transaction and compliance audits.
Dr.
Martin's work associated with nuclear electric generating
and nuclear weapons facilities includes: an environmental
performance assurance overview of Rocky Flats, where
he:

Was
a member of a team of two senior environmental
managers commissioned to evaluate the environmental,
waste management, and health and safety components
of the performance assurance program.

As
a follow-on to this work he was asked to chair
the Independent Environmental Oversight Committee
at Rocky Flats; he declined due to other commitments.

As
a director of a company providing a potassium
ferrate-based technology for removal of transuranic
elements in nuclear weapons production plant effluents,
Dr. Martin advised on use of the technology at
Fernald, Rocky Flats, and West Valley.

He
has been manager or officer-in-charge of primary
components of Applicant's Environmental Analysis
Reports of environmental monitoring programs at
proposed or operating nuclear electric generating
stations (Quad Cities, Black Fox, Carroll County,
Monticello, and Iran Units 1 and 2).
- His
testimony associated with NRC hearings on Carroll
County and Black Fox Stations supported the construction
permit application process at these proposed plants.
He has published numerous technical
papers, and has been recognized by various organizations
through national or regional awards, including the
Russell O. Blosser Memorial Award (Technical
Association of the Pulp and Paper Industry; A.
Brazier Howell Award (Cooper Ornithological Society);
1988 Solid Waste Management Category Award
(American Paper Institute, presented to Dr. Martin's
client for the research program he developed, directed,
and reported on); John T. Curtis Award (University
of Wisconsin system). He holds the highest levels
of certification by The Wildlife Society and The Ecological
Society of America.
