Tom Mongan, Ph.D.

Dr. Mongan is an engineering and environmental consultant with extensive domestic and international experience over the past 25 years in providing senior level analyses, direction, and management advice in the areas of air, water, hazardous materials management, nuclear materials, mining and detailed site evaluations.

Dr. Mongan has consulted on environmental aspects and management of industrial and infrastructure development projects throughout the United States and in other parts of the world, including, Asia, Australia, China, Europe, Latin America and New Zealand.

He has worked with projects running the gamut from situations in developing countries where control technologies and pollution prevention are new concepts, to situations in the U.S. involving complex, big-budget analysis of environmental, economic and social aspects of controversial nuclear projects. Through these experiences, he developed a practical approach that accounts for project-specific circumstances, needs and objectives, in shaping appropriate resolutions to the case at hand.

Representative projects include:

  • Advising a foreign government and affected private industries on a large industrial restructuring program;
  • Consulting with agricultural agencies and producers on water quality standards for one of the major agricultural areas in the United States;
  • Various water supply, water quality, waste water, and water power projects; and
  • Detailed site evaluation, selection and planning for natural gas and mining operations.

In recent years, Dr. Mongan has applied this expertise to the field of environmental management systems for private industry clients with domestic and international operations. The scope of this work includes: development, implementation and review of programs, supported by technical analysis and consultation on technical resolution of issues identified.

He is a professional engineer (P.E.), a registered environmental assessor, and a registered World Bank consultant and has published more than 40 papers on environmental science and management, water resources, transportation planning and physics.

Dr. Mongan holds a B.S. in Civil Engineering from the University of California at Berkeley, and M.A. and Ph.D. degrees in Physics, also from the University of California at Berkeley.
